As a proud member of the Illinois Legislative Black Caucus (ILBC), Rep. Lilly stands alongside her colleagues in fulfilling the Caucus’s mission at the ILBC Inauguration Party.


As a proud member of the Illinois Legislative Black Caucus (ILBC), formally established in 1967, Rep. Lilly stands alongside her colleagues in fulfilling the Caucus’s mission: ensuring African American citizens have equitable representation in the General Assembly and that their interests remain at the forefront of legislative action.


In 2021, the ILBC embarked on a bold mission to dismantle systemic racism in Illinois. Through months of hearings and thoughtful collaboration, they introduced legislation to address four transformative pillars of reform:

1) Criminal Justice

2) Education & Workforce Development

3) Economic Access, Equity, & Opportunity

4) Health Care & Human Services


With 34 members strong, the ILBC is the 3rd largest Black Caucus in the U.S., leading the way for equity and justice across the state.
